Our vision

We believe in a public intelligence that connects what public organizations know and strengthens teams' ability to act. We want every employee to use AI knowingly: understand the sources, build assistants fitted to their work, align methods and share what works.

Delibia informs the judgment of teams, with sourced answers, reliable comparisons and governance fitted to the public sector.

Our story

Julie, Jean-Baptiste and Marc founded Delibia after years as employees of French local governments. Their work was to design public policy, build projects and answer elected officials. Almost every time, they had to go and see what was being done elsewhere.

Council decisions keep the memory of public choices, but those documents are scattered. Delibia gathers them, indexes them and makes them searchable, then links them to each organization's internal documents.

In 2022 the founders brought together a consortium of pioneering local governments. Delibia has been sold since the summer of 2023. It is used by 5,000 local governments in France.

Why Québec

Municipal managers in Québec do much of the same work as their French counterparts: prepare council decisions, draft bylaws, manage public contracts and account to residents.

We want to build a bridge between France and Québec. Delibia won the IVÉO 2026 audition and is part of the SIIViM 2026 delegation. Proofs of concept have been carried out with Québec municipalities.

We arrive with humility. Québec municipal law, practices and vocabulary have their own particularities, and we are learning them from Québec municipalities.
