General management
Prepare council decisions with comparable precedents
In a small municipality, general management often covers the clerk's office, treasury and human resources. In a larger city, it coordinates departments and prepares council meetings. Decision summaries and notes to elected officials are then written from scattered documents, sometimes at the last minute.
The search engine finds what other councils decided on a file like yours. The chatbot turns that into a sourced note or answers a precise question before a decision, and an assistant drafts the decision summary in your template.
A document space reserved for management can hold your action plans and management-committee minutes. The chatbot connected to it answers only from those documents, and you choose who can use it.
Ask Delibia
« How have other councils regulated fees for recreation activities for non-residents? »
Draws on public sources
« Prepare the decision summary on buying a grader from the bids and the public-works notes. »
« Summarize this report in five points to present to council. »
Your requirements, our commitments
The tool has to fit a team that is already stretched. A Delibia team follows the rollout and trains your staff. Search across other municipalities' decisions and the ready-made assistants work without setup on your side.
An AI that is useful to council knows Québec municipal decisions. Delibia relies on those public documents and points back to each one. A general-purpose AI does not know them in detail and does not always say where its answers come from.
Clerk's office
Draft council acts from precedents
Before drafting a resolution, the clerk's office can see how other councils handled the same subject, across tens of thousands of minutes published by more than 800 municipalities and organizations.
The chatbot answers procedure questions by citing the relevant section of the law, and an assistant drafts a first version of a resolution or public notice in your template.
Audio transcription writes up the recording of a meeting. An assistant then prepares draft minutes, and the clerk reviews and corrects them before filing them with council.
Ask Delibia
« How have other municipalities worded a resolution supporting an application under the local road assistance program? »
Draws on public sources
« What must a public notice announcing a minor exemption request include? »
Draws on public sources
« Draft a resolution awarding the residual-materials collection contract to the lowest compliant bidder. »
Your requirements, our commitments
Council remains in charge of the text it adopts. Delibia proposes a first draft and cites the resolutions from other councils it draws on. The clerk reviews and corrects the text, and council adopts it.
Resolutions keep the form of your clerk's office. First drafts follow your formatting and your usual clauses, from the recitals to the mover and seconder, once your template is in the clerk's space.
Planning
Find the applicable rule and see what other municipalities do
Delibia provides access to more than 25,000 municipal bylaws, a large share of them on land use. Before amending your zoning bylaw or your site-planning bylaw, you see how other municipalities regulate a use or a setback.
For a permit application or a resident's question, the chatbot finds the rule in your own bylaws and cites the section. The Act respecting land use planning and development is part of the same search.
Ask Delibia
« Which municipalities in my RCM regulate tourist residences in their zoning bylaw? »
Draws on public sources
« What side setback applies to a detached garage in zone R-3 of our zoning bylaw? »
« How have other councils justified a minor exemption for an encroachment in the front setback? »
Draws on public sources
Your requirements, our commitments
An answer about zoning has to be checkable. For every answer, Delibia cites the section and the bylaw it comes from. You open the source in one click.
Search in your own bylaws has to be faster. The chatbot finds the section that answers your question in the bylaws uploaded to the department's space.
Procurement
Prepare a call for tenders from contracts already awarded
Before a call for tenders, you have to estimate the contract, choose the criteria and follow the contract management bylaw.
Delibia brings together tens of thousands of public tender notices since 2004. The chatbot finds contracts like yours and builds a table of awarded amounts, with a link to each notice.
Ask Delibia
« At what prices have municipalities of 20,000 to 40,000 residents awarded snow-removal contracts since 2023? »
Draws on public sources
« Which municipalities have issued a call for tenders to maintain their parks in the last two years, and who was awarded the contracts? »
Draws on public sources
« Check whether these bids meet the administrative requirements of the specifications and list the missing documents. »
Your requirements, our commitments
The contract estimate stays with your department. Delibia shows amounts awarded for similar contracts, with a link to each notice. You set the estimate yourself.
Your contract management bylaw remains the rule. Once it is in your space, the chatbot cites the relevant section when answering questions about your thresholds and award methods.
Communications
Make council decisions known
Delibia starts from the resolution or the minutes, cited as a reference, and shows you what other municipalities decided on the same subject.
Drafting assistants propose a release, a post or a newsletter. Your style guide and past releases live in a shared space for the department.
Ask Delibia
« Summarize the last council meeting's decisions in plain language for the municipal bulletin. »
« Which municipalities have adopted a watering bylaw in the last two years, and what ban periods do they set? »
Draws on public sources
« Write a plain-language version of this public notice for our website, without changing the dates. »
Your requirements, our commitments
Every published text keeps the municipality's voice. The assistant uses the style guide and past releases you upload as models, and you edit the text before publishing it.
Published dates and amounts have to be exact. Delibia starts from the resolution or the minutes, which you keep in front of you. Nothing is published without your approval.
Finance
Explain the figures and compare ways of financing
The finance department prepares the budget and the three-year capital plan, tracks borrowing bylaws and then has to explain those choices to elected officials and residents.
Minutes from other municipalities show how they financed similar projects. Assistants extract invoice data into a table and summarize the adopted budget in plain language.
Ask Delibia
« Which municipalities of a similar size have adopted a borrowing bylaw to renovate an arena since 2022, and for what amounts? »
Draws on public sources
« Explain the main increases in our adopted budget to residents, in plain language. »
« Extract the supplier, date and pre-tax amount from these invoices into a table. »
Your requirements, our commitments
Budget data stays confidential. Your documents are hosted in Québec, in private spaces whose access your administrators manage. They are not used to train the AI.
Every figure taken from your financial statements has to be checked. Delibia prepares the table, and you check it before any use.
Legal services
Laws, case law and municipal decisions in one place
Municipal litigators, or the clerk in municipalities that do not have any, have to answer quickly on the Cities and Towns Act, the Municipal Code, the Act respecting contracting by public bodies, the Act respecting land use planning and development, or the Act respecting access to documents.
Delibia brings together the laws and regulations of Québec and Canada and tens of thousands of court decisions. The chatbot answers by citing the sections and the decisions.
Ask Delibia
« What does the case law say about a municipality's liability for a pothole that was reported but not repaired? »
Draws on public sources
« Which section of the Act respecting contracting by public bodies governs a contract by mutual agreement below the tender threshold? »
Draws on public sources
« Review this draft intermunicipal agreement and flag the clauses to revisit. »
Your requirements, our commitments
Every legal answer has to point to its source. Delibia cites the section or the decision in every answer, with a link to the full text.
Internal legal opinions are confidential. They stay in a private, encrypted space hosted in Québec. They are not used to train the AI.
IT
A tool the IT department stays in control of
IT looks for tools that staff actually adopt, without multiplying support requests, and that meet the municipality's security requirements.
The administration console sets roles, teams and sharing. Single sign-on (SSO) is available depending on the plan. You can also build a support chatbot connected to your internal procedures.
Ask Delibia
« Create a first-line support chatbot from our procedures and our IT FAQ. »
« Write the instructions for an assistant that answers employees from our remote-work policy. »
« Which municipalities have adopted a policy on staff use of AI, and what do those policies say? »
Draws on public sources
Your requirements, our commitments
A new tool should not multiply support requests. Your users contact the Delibia team directly, and the platform runs in a browser.
IT needs to know where the data is hosted. It is hosted in Québec, at OVHcloud in Beauharnois. Delibia uses Mistral AI models by default, and Mistral AI does not retain your queries.
RCM
A view across the municipalities of the territory
An RCM writes for the council of mayors, for local municipalities and for the ministry: land-use plans, resolutions, summaries, regional calls for tenders.
Delibia gathers the decisions and bylaws of more than 800 municipalities and organizations. You find what the municipalities on your territory have adopted and compare practices from one end of the territory to the other.
Ask Delibia
« Which municipalities in the RCM have amended their zoning bylaw since the revised land-use plan came into force? »
Draws on public sources
« How have other RCMs organized regional residual-materials collection, and at what cost? »
Draws on public sources
« Prepare the decision summary for the council of mayors on renewing the fire-safety agreement. »
Your requirements, our commitments
The RCM needs to see how its local municipalities differ. Delibia shows the decisions and bylaws of the covered municipalities side by side, with a link to each document.
Documents for the ministry follow its formats. Assistants draft the first version in the ministry's form, from the templates you upload.
