Delibia
Our mission

Make public intelligence accessible and actionable

We help local governments change how they work, with tools for public servants and specialized AI built for the specific challenges of their communities.

Our vision

We believe in public intelligence that connects what local governments know and raises what teams can do. Delibia aims for every public servant to take part in AI: understand the sources, build assistants suited to the work, standardize the best methods and share useful practice across organizations.

Our aim is not to replace judgment, but to inform it: sourced answers, reliable comparisons, systematic traceability and governance that meets public-sector requirements. AI then becomes a lever for autonomy and quality for teams, and a way to make public policy more effective — better informed, more widely shared and more efficient, for the direct benefit of residents.

Our values

The principles that guide our work every day

Human judgment comes first

AI handles the information. People decide.

Knowledge as a common good

Knowledge about public policy should circulate and improve through sharing.

Responsible sovereignty

Control the technology so it serves the public interest, with ethics and transparency.

Our story

Julie, Jean-Baptiste and Marc founded Delibia after years as local-government staff. Their daily work was to design public policy, build projects and respond to elected officials — and, almost every time, to look at what other places were doing in order to learn, stand apart or resolve technical, legal and political questions.

A fact soon became clear: deliberations hold the memory of public choices. Their appendices (agreements, contracts, fee schedules, reports and more) supply the detail needed to understand and compare. The problem is that these documents are scattered, hard to find and rarely usable at scale.

The turning point was to turn that scatter into public intelligence. We set out to collect as many public decisions and public resources as possible on a single platform, index them and make them searchable. The goal: pool what local governments know and put it within reach of every public servant.

That is how Delibia was born: specialized AI that connects public decisions to your internal documents to produce sourced answers, reliable comparisons and role-specific assistants that standardize the best methods. Not to replace judgment, but to inform it and save time for the work that matters.

In 2022, we launched a consortium of pioneering local governments to build the product together. In summer 2023, Delibia went to market and has since grown inside organizations of every size. Our direction is unchanged: technology in the service of individual and collective reasoning, built with and for local government, so public policy is better informed, more widely shared and more efficient, for the direct benefit of residents.
